During the 2023 legislative session, our lawmakers must:
Strengthen eviction laws to avoid unnecessary evictions using the lessons we have already learned during the pandemic.
Address the looming increase in rent by amending the current law that would allow rent to increase dramatically next year.
Ensure that we have accurate data about Oregon’s housing providers through a landlord registration program.

Because of the current formula that allows rent increases to rise with the cost of living and inflation, it has recently been calculated that the allowable rent increase for the 2023 calendar year is 14.6%. That is simply too high. During the 2023 legislative session, our lawmakers must address the looming increase in rent by amending the current law that would allow rent to increase dramatically next year. Senate Bill 611 will:
Amend the rent stabilization law to limit rent increases to 3% plus inflation, or 8%, whichever is lower, during any 12-month period.
Reduce the exemption from the rent stabilization law for newer buildings from 15 years to 3 years from the certificate of occupancy.
Increase the amount of relocation assistance required in no-fault evictions for landlords with more than four units from one-months’ rent to three-months’ rent.
