Tenant Advocacy
Advocacy work is multi-pronged and prioritizes organizing low-income tenants and allies to win new funding to save existing affordable housing and develop new affordable housing and organizing to improve protections for tenants under local ordinances and state law. CAT collaborates with partners on local and statewide campaigns to secure more resources for affordable housing and works with housing advocates and service providers to ensure that tenants have safe, stable and affordable homes. CAT’s advocacy has been at the forefront of Oregon’s tenant movement and has secured significant victories for tenants. By continuously building upon these successes, CAT is growing the movement to ensure future successes for Oregon renters.
Tenant Leadership Council
Started in 2016, CAT’s Tenant Leadership Councils are local bodies of tenant leaders who set local advocacy priorities for their cities and counties. Tenant Leadership Council’s usually represent geographic areas and are represented by tenants who live in those areas. TLC members set local advocacy priorities for their cities and counties, represent CAT in policy decision-making spaces, and conduct local research and mobilizing actions at their discretion.
Current Tenant Leadership Council bodies:

Southern Oregon Tenant Leadership Council
Oregon Tenant Power Handbook
The Community Alliance of Tenants has put together this handbook, dedicated to people everywhere working for liberation and a better world. It was created with the collective support of staff and members of CAT’s Tenant Leadership Council.
