About CAT

Formed in 1996, the Community Alliance of Tenants (CAT) is Oregon’s only statewide, grassroots, tenant-controlled, tenant-rights organization. CAT educates, organizes and develops the leadership of low-income tenants. Community Alliance of Tenants is made up of two entities including Community Alliance of Tenants 501(c)3 and the CAT Action Fund 501(c)4.

Community Alliance of Tenants Mission

To educate and empower tenants to demand safe, stable and affordable rental homes. We believe that housing is the basis of a strong community. So we bring tenants together to organize and collectively advocate for fair and equal protections in housing practices and policies.

CAT Action Fund

CAT AF works to ensure that renters in Oregon recognize and lift their voices, assert their visions to safe, stable, and affordable housing, and use their votes to create long-range systemic change. We envision an Oregon where oppressive housing systems and practices aren’t the norm, perceived identity is no longer a predictor of housing stability and, our contribution to our economy is recognized for its inherent value.
